It's going to take some hard work, 1st you will need to scrap all loose paint from ceiling, putty knife, 2';, 3'; scarpers, I've even used a wall paper remover tool with the replaceable blades. Screw a layer of 1/2'; drywall right over the plaster ceiling. You'll be glad that you did.
