It's going to take some hard work, 1st you will need to scrap all loose paint from ceiling, putty knife, 2';, 3'; scarpers, I've even used a wall paper remover tool with the replaceable blades. Be very care-full not to dig into the plaster. 2nd you'll need to sand and fill to feather roughness, 3rd two coats good primer. sanding any roughness. 4th one to two coats finish paintHi! Screw a layer of 1/2'; drywall right over the plaster ceiling. You'll be glad that you did.
